CHILD RIGHTS AND CHILD PARTICIPATION FOR COMMUNE
DEVELOPMENT

To
develop a commune or a quarter of a district needs participation from all
stakeholders in different aspects. In the rights-based approaches, children
(the rights holders) are one of the key players of rights correlations. The
other three are caregivers (parents/guardians), duty-bearers (the government's
related entities) and stakeholders (including CSOs -
Civil Society Organizations).
Understanding
these issues, Kakab Commune Council in Phnom Penh has proudly allowed
representatives of child/youth clubs to attend the monthly meetings of the
council, said Ms. Teap
Vanroeung,
representative of the commune authority chief, at a Training Workshop on Child
Rights and Child Participation. The workshop was held on 29th and 30th July
2010 at SCADP Head Office in Phnom
Penh with main training facilitators from NGOCRC. It
was co-sponsored by SCADP and PLAN International Cambodia through NGOCRC in
cooperation with the Children's and Women's Affairs Committee (CWAC) of the Kakab Commune Council. There were 30 trainees (5 commune
councilors, 19 child/youth club members, 6 staff members) and 5 workshop-organizing
team members of SCADP. Ms. Mao Kimsan, chief of CWAC,
will disseminate Child Rights among the Commune Council and put the Child
Participation into practice. The child representatives will also do the same
with their club members.
Ms. Yim Sokhary, Executive Director/Founder of SCADP, expressed her
pleasure toward Child Participation because Child Rights have been known to
almost all levels of Cambodian society since UNCRC was rectified on 15th
October 1992 by Supreme National Council of Cambodia (SNC), but Child
Participation was very limited or not interested. Mr. Meas Samnang, Secretary General of NGOCRC, gave emphasis to Cambodia's
rectification of UNCRC (United Nations Convention on the Rights of the Child)
and the definition of Child Participation: "Every child has the rights to
solve their life problems by expressing their opinions, sharing information,
consulting with others, making decisions, or practising
work in partnership with adults and elders". There are, of course,
barriers to child participation but we all, rights holders, caregivers,
duty-bearers and stakeholders, can remove those barriers.

From 25th
to 27th July 2010 in 04 Phnom
Penh City
slums in SCADP target areas, 5 Irish volunteers led by Ms. Linda Menton worked with about 200 street-working/slum-living
children/youth. The trip was actually a holiday for them but they were very
happy to spend about three days volunteering in Cambodia
in addition to their holiday in Phnom
Penh and Siem Reap.
Beside
the voluntary work trip, the team brought about sponsorship for 23 Cambodian
children living in Preah
Vihear Province bordering Thailand
and Cambodia.
The purpose is for primary education and junior high school education for one
year (2010-2011).

NGOCRC stands for
Non-Governmental Organization Committee on the Rights of the Children. It is a national coalition of 49 NGOs (40 Cambodian, 9 International) in
the Kingdom of Cambodia whose major commonality is
their commitment towards the Rights of the Child. On 22nd July 2010, there was an election of the new board
(Executive Committee). Ms. Yim
Sokhary of SCADP has
been elected and selected to chair the executive committee (ExCom)
to lead the mission and four incorporated mandates of NGOCRC. She said child
rights need lots of efforts and participation from all stakeholders. NGOCRC
election and membership show great social responsibilities to cooperate with
the Royal Government of Cambodia (RGC).

CHILDREN

Miss Miho
Takada, a Japanese
volunteer through EFA Japan, worked with and for children in SCADP Projects
from 13th to 21st July 2010. She did home-stay with about 50 children at the
Interim House of SCADP in Phnom Penh.
She slept with the children and got up at 4AM or 5AM everyday to help the
children.
She said, "I lived with members (children) all day
long and helped some daily work that I could, eg. shopping, cooking, cleaning, washing and partly counseling. Although
a lot of people are related to SCADP in various ways, they all unite and make
up a community as friends, neighbors, teachers or students and family members.
Each person has original worth to exist in SCADP."
During
her 9-day stay, not only housework she did, but also a great exchange of
culture, communication and child psychological development.
PEIP SART - A NEW TEACHING METHOD FOR CHILDREN'S
LEARNING

Peip Sart derives from Japanese version of two words: Peipu Sarto. The English
version could be Paper Theater or Paper Puppet Play. Peip
Sart is very unique for Japanese methods. The Peip Sart Training in Phnom Penh, Cambodia
was organised and sponsored by JICHIRO TOKYO (through
EFA Japan) from 21st to 24th July 2010.
Before
the training, the Jichiro Tokyo team spent half day
with children in Sen Sok
slum and at the Interim House of SCADP. There they played games, performed Peip Sart and other dances. They
also sang a Cambodian song. Ms. Yim Sokhary, the Executive Director/Founder of SCADP, showed two
crucial aspects of Peip Sart.
First, it relates with nature (animals and plants). Second, it creates fun and
happy environment for the children to learn.
Mr. Tominaga Seiji, the Team
leader, said, "We are very happy to be in Cambodia again. Our team members
live and work in different places in Tokyo.
We came and met each other here in Phnom
Penh to organise the
training. We really appreciate the hard work of the trainees." There were 16
trainers from Jichiro Tokyo and 32 trainees from 7
provinces and 1 city in Cambodia.
The 1st training was held in July 2009 with 22 trainees.

The
launching of NGO Joint Statistics on Rape and Trafficking 2009 was held on 21st
July 2010 by ECPAT Cambodia in cooperation with NGOCRC and COSECAM, and sponsored
by INTERVITA. The audience consisted of representatives from the government,
national and international NGOs, foreign embassies, and the 32 participating
NGOs, the majority of whom contributed to this year's
data. ECPAT wish to thank all who participated both in the event itself, and in
the formulation of database and subsequent report.
SCADP
is one of the participants. It was a great honor of Mao
Rasmey, a 15-year-old boy living at the
Interim House of SCADP in Phnom Penh,
that his arts of work have been noticed and selected to be displayed on the
cover page of the Report. Two pictures were selected. One is about rape and
another one is about trafficking. The two pictures show the current facts and
everyone should work together to stop the happenings in the future.

CAMBODIA - SUMMER SERVICE PROGRAM
OF UIC VOLUNTEERS 2010

10 students and 3 teachers from China,
Germany and the US joined the Cambodia Summer Voluntary Service
Program 2010 of the United International College
(China).
During the three-weeks program, the UIC student volunteers served about 250
street-working and slum-living children and youth in four different slums in
and around Phnom Penh,
and accomplished the following tasks:
1. Inspiring teamwork.
2. Preparing teaching materials and cultural exchange.
3. Teaching Basic English, Chinese, mathematics, calligraphy, music, arts and
physical exercise.
4. Participating in Cambodian-Chinese cultural exchange with children and youth
groups.
One of the UIC students said: "Actually, I am the one who came here to do
something meaningful but finally I am the one who learns many things about life
and communication". Another student regarded his significant achievements
as Teamwork and Effective Learning Process.
This is the second time for UIC to cooperate with SCADP. Last year, the program
expanded to Kandal
Province to harvest rice for some
homeless children living in SCADP's Interim House in Phnom Penh, said Ms. Yim Sokhary,
Executive Director/Founder of SCADP. The UIC Volunteers 2010 also helped to
raise funds to support scholarships for 14 Cambodian children living at
the Cambodian-Thai border.
Mr. Thomas Kilian,
main group leader of the UIC team, said: "UIC offers various Summer
Programs during the summer break, which include academic exchange, cultural
experience and Whole Person Education. Whole Person Education Summer Programs
normally last for 2-3 weeks, and include Voluntary Service, Outdoor Adventure,
Environmental Excursion and Sports Culture
Trips. The UIC Voluntary Service module helps students to become active and
responsible citizens, equipped with the necessary social skills and
values."

Remote
children in Cambodia
usually face difficulties in basic education which is their Rights to
Development. As part of SCADP's principle on
"Bringing the School to the Children", lots of community-based
Non-formal Education Centers have been established near the children's homes.
Rong Roeung 5 is a new village in Preah Vihear Province
next to Thai and Laos border and the
children there can not have access to primary education. On 30th June 2010, the
3rd group of Senior Dignitary Students of CUP (Chamroeun
University of Poli-techniques) led by Mr. Toll Borin visited the
children and provided some incentives both in words and in materials.
For the year 2010, the Non-Formal
Education classes there have received the following support:
- EFA Japan support the study
materials
- The Sharing Foundation support
the clothes
- CUP Senior Dignitary Students
support the roof of the classrooms
- The Army Battalion #3.92 support the walls of the classrooms and the free land.

SCADP support the volunteer teachers and the campus
clearing.
